The safety of our students—your children—is a top priority of ours. Thank you for also making it your top priority as well.
The procedures below are also found in our handbook on our website. Thank you for continuing to help others work hard, obey the rules, and show safety so that no child is ever hurt. We are “Stronger Together With Purpose.”
As we enter a new year with new COVID precautions, please follow these procedures and clarifications:
Parents who drive their child to Willow Elementary or pick them up are asked to help us with school safety. Traffic flows through the parking lot in one direction only. Please pay attention to the “Enter” and “Do Not Enter” signs.
The yellow/green zone next to the curb is for student drop-off and pick-up. Pull into the loading and unloading lane between the yellow/green curb and the marked yellow line. Follow the arrows and drive forward directly behind the car in front of you. Please pull all the way to the front of the building to drop students off. This is where the crosswalk and crossing guard are located.
Students should not be dropped off in the parking lot or cut across parked cars or traffic, as this is very dangerous. Students must exit vehicles on the passenger side only. A car may be passing to pull forward, and it is dangerous for students to exit on the driver’s side.
Please remain in your vehicle when dropping students off. Parents will be limited in entering the building. Administrators will greet students just inside the doors in the foyer and make sure they get to class safely.
There are No Parking signs posted on Willow Street in front of the school. These were installed due to parent concerns and close calls. Please do not park, drop off, or pick up students there, and do not have students cross the street through bushes or visitor parking. This is dangerous and may result in a ticket.
Please also do not park in front of bushes or behind other cars. Parents who need to enter the building must park in a visitor parking lot at the front or south side of the building. Entry will be limited this year, so please do not come inside unless absolutely necessary. Calling ahead to the office or teacher is encouraged so they can meet you in the foyer.
Some drivers have been taking shortcuts through the small front parking lot to drop off students. Please do not do this. Take a little more time to keep everyone safe.
Tips to help the line move faster:
- Pay close attention and stay off phones
- Keep moving and pulling forward
- Leave home or work with plenty of time
- Kindergarten parents, daycare vans, and all drivers should pull all the way to the front near the curve before the marquee
- Have backpacks and lunches ready
- Say goodbyes before arrival
- Students should exit on the passenger side
We are a large school, so even with these tips, the process may not be fast. Please leave with ample time so you do not feel rushed and tempted to do something unsafe.
Please use crosswalks and do not allow children to dart across the parking lot between cars, even if their class is in a portable. They must still be dropped off in front of the building.
Kindergarten parents should pull all the way forward. Kindergarten teachers are waiting near the kindergarten doors. There is no crosswalk directly there, so teachers will watch for parents and walk students to their cars. Parents who wish to get out should walk to the main crosswalk.
During pick-up, students should wait out front to the left and not pass the safety fence. They may sit on the concrete benches between the pillars or on the grass. Students should not run around but watch for their rides. This year, students will stand or sit along the sidewalk to maintain social distancing. They may earn a HOWL ticket while waiting.
We will also recognize a “Safety Spotlight of the Month” for parents or guardians who consistently show safety. Our aides and teachers assist with crosswalk duty. If you notice any issues, please contact the school.
The north parking lot is reserved for staff and buses only during drop-off and pick-up times. Ten buses use the entire bus zone. For certain school events, signage may allow parking in the north lot if it will not interfere with buses. For evening events, parents may park in either lot.
Please use extreme caution while driving during arrival and dismissal times.

Student of the Month and Positive Phone Calls Home
Student of the Month nominees are selected by teachers based on characteristics taught monthly by our school psychologist. Trait focuses are Friendship, Empathy, hard work, courtesy, positive attitude, self-discipline, conflict resolution, and honesty.
Each month, teachers will nominate one student who has shown growth in any area. That student’s name will be announced, and they’ll come to the office to receive a small gift and make a celebratory phone call home with the administrative team.

The Tooele County Board of Education derives its legal authority for making and enforcing these rules from Utah Code § 53G-4-402, which mandates the control and management of district schools. Valid excuses for absence include illness, family death, or absences permitted by an IEP or 504 plan, and parents must notify the school within one week of the absence.

Homebound Instruction (TCSD Policy 11018): This service provides short-term instruction for students confined to home or a hospital for at least ten consecutive days due to medical, behavioral, or mental health needs. Period Products (HB 162): The district provides free period products (tampons/napkins) in all female or unisex restrooms within elementary school facilities to ensure no student misses school due to lack of access.

Immunization Requirements
Kindergarten through Sixth Grade (2026-2027)
To attend kindergarten through sixth grade, a student must provide written proof of receiving the following immunizations:
- 5 doses of DTaP/DT
- 4 doses of Polio
- 2 doses of Measles, Mumps, Rubella (MMR)
- 3 doses of Hepatitis B
- 2 doses of Hepatitis A
- 2 doses of Varicella (chickenpox)
Recommended for children aged 5 years and older
(Not required for school entry in Utah)

- COVID-19
For students claiming a previous infection with Measles, Mumps, Rubella (MMR), Varicella (Chickenpox), or Hepatitis A, immunity documents must be provided to the school. These documents should include the results of serological/titer testing and a written statement signed by a healthcare provider confirming that, based on positive laboratory test results, the student does not need to receive the MMR, varicella, or hepatitis A vaccines.
For medical, religious, or personal exemptions, the legally responsible individual of the student must complete an online immunization education module at immunize.utah.gov or attend an in-person consultation at a local health department. A copy of the exemption form must be submitted to the school.
For medical exemptions, a completed vaccination exemption form, along with a written notice signed by a licensed healthcare provider, must be submitted to the school.

Transportation

Tobacco, Drugs, and Alcohol

Tobacco-Free District (TCSD Policy 5005): The use, possession, or distribution of any tobacco or nicotine product is prohibited 24/7 on all district property and at school functions. The district implements prevention curricula aligned with Utah Clean Air Act Section 26-38-2.

Appendices
APPENDIX A — FERPA ANNUAL NOTICE (FULL TEXT)
NOTICE OF PARENT AND STUDENT RIGHTS: FAMILY EDUCATION RIGHTS AND PRIVACY ACT The Tooele County School District maintains general education records required by law. A student’s school records are private and are protected from unauthorized inspection or use. A cumulative record is maintained for each student from the time that the student enters the District until the student withdraws or graduates, and this record moves with the students from school to school. By law, both parents, whether married, separated, or divorced, have access to the records of a student who is a minor or a dependent for tax purposes, as do students who are 18 years of age or older. A parent whose rights have been legally terminated will be denied access to the records if the school is given a copy of the court order terminating these rights.

Inspect and Review: The right to inspect and review the student's education records within 45 days of the day the District receives a request for access.

Request Amendment: The right to request the amendment of the student’s education records that the parent believes are inaccurate, misleading, or otherwise in violation of the student’s privacy rights.

Consent to Disclosure: The right to consent to disclosures of personally identifiable information (PII), except to the extent that FERPA authorizes disclosure without consent (such as to school officials with a legitimate educational interest).

APPENDIX B — DIRECTORY INFORMATION NOTICE
Certain information about District students is considered directory information. This information will be released to anyone who follows procedures for requesting it, unless the parent objects in writing to the Principal within ten school days after the issuance of this notice.
Directory information includes:

APPENDIX D — ELEMENTARY SCHOOL FEES NOTICE (FULL TEXT)
The Utah Constitution prohibits the charging of fees in elementary schools. If a child is in kindergarten through grade six, they cannot be charged for textbooks, classroom equipment, supplies, musical instruments, field trips, assemblies, or anything else that takes place during the regular school day.
Exceptions: Fees may only be charged for programs offered before or after school, or during school vacations. Fees may also be charged for a student in grade six who attends a school that follows a secondary model (e.g., a 7-12 school). An elementary school may provide a suggested list of student supplies for use during the regular school day, but these must be preceded by a notice stating that they may be brought on a voluntary basis and will otherwise be furnished by the school.

(Protection of Pupil Rights Amendment) Except as permitted for crisis intervention, the District prohibits the administration of any psychiatric examination, testing, treatment, or survey without prior written parental consent if the primary purpose is to reveal information concerning political affiliations, mental problems, sexual behavior/attitudes, illegal behavior, critical appraisals of family, legally privileged relationships, religious beliefs, or income. A school may not provide either a reward or a consequence to a student for participation or lack of participation in any such survey or evaluation.

APPENDIX L — CHILD ABUSE REPORTING NOTICE

Bullying, cyber-bullying, harassment, and hazing are against federal, state, and local policy and are not tolerated. Reporting Procedures: Students, parents, and staff may report bullying, cyberbullying, or hazing directly to school administration, through a teacher, or via the SafeUT app. The district prohibits retaliation against anyone who reports concerns in good faith.

APPENDIX N — FORMAL COMPLAINT / GRIEVANCE PROCESS
Purpose: The district provides a formal process for resolving complaints related to discrimination, harassment, bullying, and policy violations.

Step 1 — Informal Resolution (Recommended): Individuals are encouraged to first address concerns with school staff or administration.

Step 2 — Formal Complaint: A formal complaint may be submitted in writing to the School Principal or District Administrator, including a description of the concern, relevant dates, and requested resolution.

Step 3 — Investigation: The district will review and investigate the complaint. Relevant parties may be interviewed, and evidence will be reviewed.

Step 4 — Decision: A written response will be provided, and actions will be taken as appropriate.

APPENDIX O — CONCUSSION ACKNOWLEDGEMENT FORM
Any student suspected of sustaining a concussion or traumatic head injury shall be immediately removed from participation and may not resume until evaluated and cleared in writing by a qualified healthcare provider.

Qualified Health Care Provider: A provider licensed under Utah Code Title 58 who may evaluate and manage a concussion within their scope of practice.

Return to Play: Requires a written statement from the provider and stepwise progression to full activity.
